At the dawn of the nuclear age, the United States hoped to
maintain a monopoly on its new weapon, but the secrets and the technology for
making nuclear weapons soon spread. Four years after the United States
conducted its first nuclear test explosion in July 1945 and dropped atomic
bombs on the cities of Hiroshima and Nagasaki in August 1945,
The Soviet Union conducted
its first nuclear text explosion. The United Kingdom (1952), France (1960), and
China (1964) followed. Seeking to prevent the nuclear weapon ranks from
expanding further, the United States and other like-minded states negotiated
the nuclear Nonproliferation Treaty (NPT) in 1968 and the Comprehensive Nuclear
Test Ban Treaty (CTBT) in 1996,.
Since the inception of the NPT, several states have abandoned
nuclear weapons programs, but others have defied the NPT. India, Israel, and
Pakistan have never signed the treaty and possess nuclear arsenals. Iraq
initiated a secret nuclear program under Saddam Hussein before the 1991 Persian
Gulf War. North Korea announced its withdrawal from the NPT in January 2003 and
has tested nuclear devices since that time.
Iran and Libya have pursued secret nuclear activities in violation
of the treaty’s terms, and Syria is suspected of doing the same. Still, nuclear
nonproliferation successes outnumber failures and dire forecasts decades ago
that the world would be home to dozens of states armed with nuclear weapons
have not come to pass,
At the time the NPT was concluded, the nuclear stockpiles of the
the United States and the Soviet Union/Russia numbered in the tens of
thousands. Beginning in the 1970s, U.S. and Soviet/Russian leaders negotiated a
series of bilateral arms control agreements and initiatives that limited, and
later, reduced the size of their nuclear arsenals.
Despite that progress, the United States and Russia still deploy
more than 1,500 strategic warheads on several hundred bombers and missiles—far
more than necessary to deter nuclear attack—and they are modernizing their
nuclear delivery systems. If these weapons were used even in a “limited” way,
the result would be catastrophic nuclear devastation,
Today, other nuclear arms states, China, India, and Pakistan, in
particular, are all pursuing new ballistic missile, cruise missile, and
sea-based nuclear delivery systems. In addition, Pakistan has dangerously
lowered the threshold for nuclear weapons use by developing tactical nuclear
weapons capabilities to counter perceived Indian conventional military threats.
North Korea continues its nuclear pursuits in violation of its earlier
denuclearization pledges. These arsenals, although smaller in number, are
dangerous and destabilizing.
Nuclear-Weapon States:
The nuclear-weapon states (NWS) are the five states—China, France,
Russia, United Kingdom, and the United States—officially recognized as
possessing nuclear weapons by the NPT. Although the treaty legitimizes these
states’ nuclear arsenals, it also establishes that they are not supposed to build
and maintain such weapons in perpetuity. Article VI of the treaty holds that
each state-party is to “pursue negotiations in good faith on effective measures
relating to cessation of the nuclear arms race at an early date and to nuclear
disarmament.”
In 2000, the five NWS committed themselves to an “unequivocal
undertaking…to accomplish the total elimination of their nuclear arsenals.” But
for now, the five continue to retain the bulk of their nuclear forces. Because
of the secretive nature with which most governments treat information about
their nuclear arsenals, most of the figures below are best estimates of each
nuclear-weapon state’s nuclear holdings, including both strategic warheads and
lower-yield devices referred to as tactical weapons. Russia and the United
States also retain thousands of retired warheads planned for dismantlement, not
included here.
China: About 260 total warheads.
France: 300 total warheads.
Russia: According to the March 2015 New START numbers, Russia has
1,582 strategic warheads deployed on 515 ICBMs, SLBMs, and strategic bombers
[1]. The Federation of American Scientists estimates Russia has several
thousand nondeployed strategic warheads and approximately 2,000 tactical
nuclear warheads. An additional 3,200 are awaiting dismantlement.
United Kingdom: About 120 strategic warheads, of which no more
than 40 are deployed at sea at any given time. The total stockpile is up to 225
weapons.
United States: According to the March 2015 New START declaration,
the United States has 1,597 strategic nuclear warheads deployed on 785 ICBMs,
SLBMs, and strategic bombers [1]. The
Federation of American Scientists estimates that the United States' nondeployed
strategic arsenal is approximately 2,800 warheads and the U.S. tactical nuclear
arsenal numbers 500 warheads. According to the U.S. State Department, the
United States possessed 4,717 active nuclear warheads as of September 30, 2014
[2], including tactical, strategic, and nondeployed weapons. Additional
warheads are retired and await dismantlement.
Non-NPT Nuclear Weapons Possessors:
Three states—India, Israel, and Pakistan—never joined the NPT and
are known to possess nuclear weapons. Claiming its nuclear program was for
peaceful purposes, India first tested a nuclear explosive device in 1974. That
test spurred Pakistan to ramp up work on its secret nuclear weapons program.
India and Pakistan both publicly demonstrated their nuclear weapon capabilities
with a round of tit-for-tat nuclear tests in May 1998. Israel has not publicly
conducted a nuclear test, does not admit to or deny having nuclear weapons, and
states that it will not be the first to introduce nuclear weapons in the Middle
East. Nevertheless, Israel is universally believed to possess nuclear arms,
although it is unclear how many weapons Israel possesses. The following arsenal
estimates are based on the amount of fissile material—highly enriched uranium
and plutonium—that each of the states is estimated to have produced. Fissile
material is the key element for making nuclear weapons. India and Israel are
believed to use plutonium in their weapons, while Pakistan is thought to use
highly enriched uranium.
India: Between 90-110 nuclear warheads.
Israel: An estimated 80 nuclear warheads, with fissile material
for up to 200.
Pakistan: Between 100 - 120 nuclear warheads.
States of Immediate Proliferation Concern:
Iran is pursuing a uranium-enrichment program and other projects
that could provide it with the capability to produce bomb-grade fissile
material and develop nuclear weapons within the next several years. In
contrast, North Korea has the material to produce a small number of nuclear
weapons, announced its withdrawal from the NPT, and tested nuclear devices.
Uncertainty persists about how many additional nuclear devices North Korea has
assembled beyond those it has tested. In September 2005, Pyongyang “committed
to abandoning all nuclear weapons and existing nuclear programs.”
Iran: No known weapons or sufficient fissile material stockpiles
to build weapons. However, the International Atomic Energy Agency (IAEA), the
institution charged with verifying that states are not illicitly building
nuclear weapons, concluded in 2003 that Iran had undertaken covert nuclear
activities to establish the capacity to indigenously produce fissile material.
In July 2015, Iran and six world powers negotiated a long-term agreement to
verifiably and significantly Iran's capacity to produce material for nuclear
weapons, and the IAEA is continuing its investigation and monitoring of
Tehran’s nuclear program.
North Korea: Is estimated to have 6-8 plutonium based warheads as
of 2015. In August 2013, North Korea restarted the 5-megawatt heavy-water
graphite-moderated reactor it used to extract plutonium in the past for its
nuclear warheads, although operation of the reactor since then has not been
constant. North Korea unveiled a centrifuge facility in 2010, but it is unclear
if Pyongyang is using the facility to produce highly-enriched uranium for
weapons. Experts estimate that North Korea could have the material for an
additional 4-8 uranium based warheads as of 2015.
Syria: In September 2007, Israel conducted an airstrike on what
U.S. officials have alleged was the construction site of a nuclear research
reactor similar to North Korea’s Yongbyon reactor. Intelligence officials
briefed members of congress on the airstrike eight months later in April 2008,
discussing the evidence leading to their judgment that the site was an
undeclared nuclear reactor.
While the extent of Syrian-North Korean nuclear cooperation is
unclear, it is believed to have begun in 1997. Subsequent IAEA investigations
into the U.S. claims uncovered traces of undeclared man-made uranium particles
at both the site of the destroyed facility and Syria’s declared research
reactor. Syria has failed to provide adequate cooperation to the IAEA in order
to clarify the nature of the destroyed facility and procurement efforts that
could be related to a nuclear program.
States That Had Nuclear Weapons or Nuclear Weapons Programs at One
Time:
Belarus, Kazakhstan, and Ukraine inherited nuclear weapons
following the Soviet Union’s 1991 collapse, but returned them to Russia and
joined the NPT as non-nuclear-weapon states.
South Africa secretly
developed and dismantled a small number of nuclear warheads and also joined the
NPT in 1991. Iraq had an active nuclear weapons program prior to the 1991
Persian Gulf War, but was forced to verifiably dismantle it under the
supervision of UN inspectors. The U.S.-led March 2003 invasion of Iraq and
subsequent capture of Iraqi leader Saddam Hussein definitively ended his
regime’s pursuit of nuclear weapons. Libya voluntarily renounced its secret
nuclear weapons efforts in December 2003. Argentina, Brazil, South Korea, and
Taiwan also shelved nuclear weapons programs.
NATO
The North Atlantic Treaty Organization (NATO /ˈneɪtoʊ/; French:
Organisation du Traité de l'Atlantique Nord; OTAN), also called the North
Atlantic Alliance, is an intergovernmental military alliance based on the North
Atlantic Treaty which was signed on 4 April 1949.
The organization constitutes a system of collective defence
whereby its member states agree to mutual defense in response to an attack by
any external party. NATO's headquarters are located in Haren, Brussels,
Belgium, where the Supreme Allied Commander also resides. Belgium is one of the
28 member states across North America and Europe, the newest of which, Albania
and Croatia, joined in April 2009.
An additional 22 countries
participate in NATO's Partnership for Peace program, with 15 other countries
involved in institutionalized dialogue programmes. The combined military
spending of all NATO members constitutes over 70 percent of the global total.
Members' defense spending
is supposed to amount to 2 percent of GDP.
NATO was little more than a political association until the Korean
War galvanized the organization's member states, and an integrated military
structure was built up under the direction of two US supreme commanders. The
course of the Cold War led to a rivalry with nations of the Warsaw Pact, which
formed in 1955.
Doubts over the strength of the relationship between the European
states and the United States ebbed and flowed, along with doubts over the
credibility of the NATO defence against a prospective Soviet invasion—doubts
that led to the development of the independent French nuclear deterrent and the
withdrawal of France from NATO's military structure in 1966 for 30 years.
After the fall of the Berlin Wall in 1989, the organization was
drawn into the breakup of Yugoslavia, and conducted its first military
interventions in Bosnia from 1992 to 1995 and later Yugoslavia in 1999.
Politically, the organization sought better relations with former Warsaw Pact
countries, several of which joined the alliance in 1999 and 2004.
Article 5 of the North Atlantic treaty, requiring member states to
come to the aid of any member state subject to an armed attack, was invoked for
the first and only time after the September 11 attacks, after which troops were
deployed to Afghanistan under the NATO-led ISAF.
The organization has
operated a range of additional roles since then, including sending trainers to
Iraq, assisting in counter-piracy operations and in 2011 enforcing a no-fly
zone over Libya in accordance with U.N. Security Council Resolution 1973.
The less potent Article 4, which merely invokes consultation among
NATO members,
has been invoked five times: by Turkey in 2003 over the Iraq War;
twice in 2012 by Turkey over the Syrian Civil War, after the downing of an
unarmed Turkish F-4 reconnaissance jet, and after a mortar was fired at Turkey
from Syria; in 2014 by Poland, following the Russian intervention in Crimea;
and again by Turkey in 2015 after threats by the Islamic State to its
territorial integrity.
The Treaty of Brussels, signed on 17 March 1948 by Belgium, the
Netherlands, Luxembourg, France, and the United Kingdom, is considered the
precursor to the NATO agreement. The treaty and the Soviet Berlin Blockade led
to the creation of the Western European Union's Defence Organization in September
1948.
However, participation of the United States was thought necessary
both to counter the military power of the USSR and to prevent the revival of
nationalist militarism, so talks for a new military alliance began almost
immediately resulting in the North Atlantic Treaty, which was signed in
Washington, D.C. on 4 April 1949. It included the five Treaty of Brussels
states plus the United States, Canada, Portugal, Italy, Norway, Denmark and
Iceland.
The first NATO Secretary General, Lord Ismay, stated in 1949 that
the organization's goal was "to keep the Russians out, the Americans in,
and the Germans down."
Popular support for the Treaty was not unanimous, and some
Icelanders participated in a pro-neutrality, anti-membership riot in March
1949. The creation of NATO can be seen as the primary institutional consequence
of a school of thought called Atlanticism which stressed the importance of
trans-Atlantic cooperation.
The members agreed that an armed attack against any one of them in
Europe or North America would be considered an attack against them all.
Consequently, they agreed that, if an armed attack occurred, each of them, in
exercise of the right of individual or collective self-defense, would assist
the member being attacked, taking such action as it deemed necessary, including
the use of armed force, to restore and maintain the security of the North
Atlantic area.
The treaty does not require
members to respond with military action against an aggressor. Although obliged
to respond, they maintain the freedom to choose the method by which they do so.
This differs from Article IV of the Treaty of Brussels, which clearly states
that the response will be military in nature. It is nonetheless assumed that
NATO members will aid the attacked member militarily.
The treaty was later clarified to include both the member's
territory and their "vessels, forces or aircraft" above the Tropic of
Cancer, including some Overseas departments of France.
The creation of NATO brought about some standardization of allied
military terminology, procedures, and technology, which in many cases meant
European countries adopting US practices.
The roughly 1300
Standardization Agreements (STANAG) codified many of the common practices that
NATO has achieved. Hence, the 7.62×51mm NATO rifle cartridge was introduced in
the 1950s as a standard firearm cartridge among many NATO countries.
FabriqueNationale de Herstal's FAL, which used 7.62 NATO cartridge, was adopted
by 75 countries, including many outside of NATO.
Also, aircraft marshalling signals were standardized, so that any
NATO aircraft could land at any NATO base. Other standards such as the NATO
phonetic alphabet have made their way beyond NATO into civilian use.
Cold War
Main article: Cold War
The outbreak of the Korean War in June 1950 was crucial for NATO
as it raised the apparent threat of all Communist countries working together,
and forced the alliance to develop concrete military plans.
Supreme Headquarters Allied Powers Europe (SHAPE) was formed to
direct forces in Europe, and began work under Supreme Allied Commander Dwight
D. Eisenhower in January 1951.
In September 1950, the NATO Military Committee called for an
ambitious buildup of conventional forces to meet the Soviets, subsequently
reaffirming this position at the February 1952 meeting of the North Atlantic
Council in Lisbon.
The Lisbon conference,
seeking to provide the forces necessary for NATO's Long-Term Defence Plan,
called for an expansion to ninety-six divisions. However this requirement was
dropped the following year to roughly thirty-five divisions with heavier use to
be made of nuclear weapons.
At this time, NATO could call on about fifteen ready divisions in
Central Europe, and another ten in Italy and Scandinavia.
Also at Lisbon, the post of
Secretary General of NATO as the organization's chief civilian was created, and
Lord Ismay was eventually appointed to the post.

The German Bundeswehr provided the largest element of the allied
land forces guarding the frontier in Central Europe.
In September 1952, the first major NATO maritime exercises began;
Exercise Mainbrace brought together 200 ships and over 50,000 personnel to
practice thedefence of Denmark and Norway.
Other major exercises that followed included Exercise Grand Slam
and Exercise Longstep, naval and amphibious exercises in the Mediterranean Sea,
Italic Weld, a combined air-naval-ground exercise in northern Italy, Grand
Repulse, involving the British Army on the Rhine (BAOR), the Netherlands Corps
and Allied Air Forces Central Europe (AAFCE), Monte Carlo, a simulated atomic
air-ground exercise involving the Central Army Group, and Weldfast, a combined
amphibious landing exercise in the Mediterranean Sea involving American,
British, Greek, Italian and Turkish naval forces.
Greece and Turkey also joined the alliance in 1952, forcing a
series of controversial negotiations, in which the United States and Britain
were the primary disputants, over how to bring the two countries into the
military command structure.
While this overt military
preparation was going on, covert stay-behind arrangements initially made by the
Western European Union to continue resistance after a successful Soviet
invasion, including Operation Gladio, were transferred to NATO control.
Ultimately unofficial bonds began to grow between NATO's armed
forces, such as the NATO Tiger Association and competitions such as the
Canadian Army Trophy for tank gunnery.
In 1954, the Soviet Union suggested that it should join NATO to
preserve peace in Europe. The NATO countries, fearing that the Soviet Union's
motive was to weaken the alliance, ultimately rejected this proposal.
On 17 December 1954, the North Atlantic Council approved MC 48, a
key document in the evolution of NATO nuclear thought. MC 48 emphasized that
NATO would have to use atomic weapons from the outset of a war with the Soviet
Union whether or not the Soviets chose to use them first. This gave SACEUR the
same prerogatives for automatic use of nuclear weapons as existed for the
commander-in-chief of the US Strategic Air Command.
The incorporation of West Germany into the organization on 9 May
1955 was described as "a decisive turning point in the history of our
continent" by Halvard Lange, Foreign Affairs Minister of Norway at the
time.
A major reason for
Germany's entry into the alliance was that without German manpower, it would
have been impossible to field enough conventional forces to resist a Soviet
invasion.
One of its immediate
results was the creation of the Warsaw Pact, which was signed on 14 May 1955 by
the Soviet Union, Hungary, Czechoslovakia, Poland, Bulgaria, Romania, Albania,
and East Germany, as a formal response to this event, thereby delineating the
two opposing sides of the Cold War.
Three major exercises were held concurrently in the northern
autumn of 1957. Operation Counter Punch, Operation Strike back, and Operation
Deep Water were the most ambitious military undertaking for the alliance to
date, involving more than 250,000 men, 300 ships, and 1,500 aircraft operating
from Norway to Turkey.
French withdrawal

NATO's unity was breached early in its history with a crisis
occurring during Charles de Gaulle's presidency of France.
De Gaulle protested against the USA's strong role in the
organization and what he perceived as a special relationship between it and the
United Kingdom. In a memorandum sent to
President Dwight D.
Eisenhower and Prime Minister Harold Macmillan on 17 September 1958, he argued
for the creation of a tripartite directorate that would put France on an equal
footing with the US and the UK.
Considering the response to be unsatisfactory, de Gaulle began
constructing an independent defence force for his country. He wanted to give
France, in the event of an East German incursion into West Germany, the option
of coming to a separate peace with the Eastern bloc instead of being drawn into
a larger NATO–Warsaw Pact war.
In February 1959, France
withdrew its Mediterranean Fleet from NATO command, and later banned the
stationing of foreign nuclear weapons on French soil.
This caused the United States to transfer two hundred military
aircraft out of France and return control of the air force bases that had
operated in France since 1950 to the French by 1967.
Though France showed solidarity with the rest of NATO during the
Cuban Missile Crisis in 1962, de Gaulle continued his pursuit of an independent
defence by removing France's Atlantic and Channel fleets from NATO command.
In 1966, all French armed
forces were removed from NATO's integrated military command, and all non-French
NATO troops were asked to leave France. US Secretary of State Dean Rusk was
later quoted as asking de Gaulle whether his order included "the bodies of
American soldiers in France's cemeteries?"
This withdrawal forced the relocation of SHAPE from Rocquencourt,
near Paris, to Casteau, north of Mons,
Belgium, by 16 October 1967.
France remained a member of
the alliance, and committed to the defence of Europe from possible Warsaw Pact
attack with its own forces stationed in the Federal Republic of Germany
throughout the Cold War. A series of secret accords between US and French
officials, the Lemnitzer–Ailleret Agreements, detailed how French forces would
dovetail back into NATO's command structure should East-West hostilities break
out.
Détente and escalation

Détente led to many high
level meetings between leaders from both NATO and the Warsaw Pact.
During most of the Cold War, NATO's watch against the Soviet Union
and Warsaw Pact did not actually lead to direct military action. On 1 July
1968, the Nuclear Non-Proliferation Treaty opened for signature: NATO argued
that its nuclear sharing arrangements did not breach the treaty as US forces
controlled the weapons until a decision was made to go to war, at which point
the treaty would no longer be controlling.
Few states knew of the NATO nuclear sharing arrangements at that
time, and they were not challenged. In May 1978, NATO countries officially
defined two complementary aims of the Alliance, to maintain security and pursue
détente. This was supposed to mean matching defences at the level rendered
necessary by the Warsaw Pact's offensive capabilities without spurring a
further arms race.

During the Cold War, most
of Europe was divided between two alliances. Members of NATO are shown in blue,

On 12 December 1979, in light of a build-up of Warsaw Pact nuclear
capabilities in Europe, ministers approved the deployment of US GLCM cruise
missiles and Pershing II theatre nuclear weapons in Europe. The new warheads
were also meant to strengthen the western negotiating position regarding
nuclear disarmament.
This policy was called the Dual Track policy
Similarly, in 1983–84, responding to the stationing of Warsaw Pact
SS-20 medium-range missiles in Europe, NATO deployed modern Pershing II
missiles tasked to hit military targets such as tank formations in the event of
war.
This action led to peace movement protests throughout Western
Europe, and support for the deployment wavered as many doubted whether the push
for deployment could be sustained.
The membership of the organization at this time remained largely
static. In 1974, as a consequence of the Turkish invasion of Cyprus, Greece
withdrew its forces from NATO's military command structure but, with Turkish
cooperation, were readmitted in 1980.
The Falklands War between the United Kingdom and Argentina did not
result in NATO involvement because article 6 of the North Atlantic Treaty
specifies that collective self-defense is only applicable to attacks on member
state territories north of the Tropic of Cancer.
On 30 May 1982, NATO gained
a new member when, following a referendum, the newly democratic Spain joined
the alliance. At the peak of the Cold War, 16 member nations maintained an
approximate strength of 5,252,800 active military, including as many as 435,000
forward deployed US forces, under a command structure that reached a peak of 78
headquarters, organized into four echelons.
After the Cold War
The Revolutions of 1989 and the dissolution of the Warsaw Pact in
1991 removed the de facto main adversary of NATO and caused a strategic
re-evaluation of NATO's purpose, nature, tasks, and their focus on the
continent of Europe.
This shift started with the 1990 signing in Paris of the Treaty on
Conventional Armed Forces in Europe between NATO and the Soviet Union, which
mandated specific military reductions across the continent that continued after
the dissolution of the Soviet Union in December 1991.
At that time, European countries accounted for 34 percent of
NATO's military spending; by 2012, this had fallen to 21 percent.
NATO also began a gradual expansion to include newly autonomous
Central and Eastern European nations, and extended its activities into
political and humanitarian situations that had not formerly been NATO concerns.

Reforms made under Mikhail Gorbachev led to the end of the Warsaw
Pact.
The first post-Cold War expansion of NATO came with German
reunification on 3 October 1990, when the former East Germany became part of
the Federal Republic of Germany and the alliance. This had been agreed in the
Two Plus Four Treaty earlier in the year.
To secure Soviet approval of a united Germany remaining in NATO,
it was agreed that foreign troops and nuclear weapons would not be stationed in
the east, and there are diverging views on whether negotiators gave commitments
regarding further NATO expansion east.
Jack Matlock, American
ambassador to the Soviet Union during its final years, said that the West gave
a "clear commitment" not to expand, and declassified documents
indicate that Soviet negotiators were given the impression that NATO membership
was off the table for countries such as Czechoslovakia, Hungary, or Poland.
In 1996, Gorbachev wrote in
his Memoirs, that "during the negotiations on the unification of Germany
they gave assurances that NATO would not extend its zone of operation to the
east," and repeated this view in an interview in 2008.[48] According to
Robert Zoellick, a State Department official involved in the Two Plus Four
negotiating process, this appears to be a misperception, and no formal
commitment regarding enlargement was made.
As part of post-Cold War restructuring, NATO's military structure
was cut back and reorganized, with new forces such as the Headquarters Allied
Command Europe Rapid Reaction Corps established.
The changes brought about by the collapse of the Soviet Union on
the military balance in Europe were recognized in the Adapted Conventional
Armed Forces in Europe Treaty, which was signed in 1999.
The policies of French President Nicolas Sarkozy resulted in a
major reform of France's military position, culminating with the return to full
membership on 4 April 2009, which also included France rejoining the NATO
Military Command Structure, while maintaining an independent nuclear
deterrent.[37][50]

Between 1994 and 1997, wider forums for regional cooperation
between NATO and its neighbors were set up, like the Partnership for Peace, the
Mediterranean Dialogue initiative and the Euro-Atlantic Partnership Council. In
1998, the NATO-Russia Permanent Joint Council was established.
On 8 July 1997, three former communist countries, Hungary, the
Czech Republic, and Poland, were invited to join NATO, which each did in 1999.
Membership went on expanding with the accession of seven more Central and
Eastern European countries to NATO: Estonia, Latvia, Lithuania, Slovenia,
Slovakia, Bulgaria, and Romania.
They were first invited to start talks of membership during the
2002 Prague summit, and joined NATO on 29 March 2004, shortly before the 2004
Istanbul summit. In Istanbul, NATO launched the Istanbul Cooperation Initiative
with four Persian Gulf nations.
New NATO structures were also formed while old ones were
abolished. In 1997, NATO reached agreement on a significant downsizing of its
command structure from 65 headquarters to just 20.
The NATO Response Force (NRF) was launched at the 2002 Prague
summit on 21 November, the first summit in a former Comecon country. On 19 June
2003, a further restructuring of the NATO military commands began as the
Headquarters of the Supreme Allied Commander, Atlantic were abolished and a new
command, Allied Command Transformation (ACT), was established in Norfolk,
Virginia, United States, and the Supreme Headquarters Allied Powers Europe
(SHAPE) became the Headquarters of Allied Command Operations (ACO).
ACT is responsible for
driving transformation (future capabilities) in NATO, whilst ACO is responsible
for current operations.
In March 2004, NATO's Baltic
Air Policing began, which supported the sovereignty of Latvia, Lithuania and
Estonia by providing jet fighters to react to any unwanted aerial intrusions.
Eight multinational jet fighters are based in Lithuania, the number of which
was increased from four in 2014.

Meetings between the government of Viktor Yushchenko and NATO
leaders led to the Intensified Dialogue programmer.
The 2006 Riga summit was held in Riga, Latvia, and highlighted the
issue of energy security. It was the first NATO summit to be held in a country
that had been part of the Soviet Union. At the April 2008 summit in Bucharest,
Romania, NATO agreed to the accession of Croatia and Albania and both countries
joined NATO in April 2009. Ukraine and Georgia were also told that they could
eventually become members.
The issue of Georgian and
Ukrainian membership in NATO prompted harsh criticism from Russia, as did NATO
plans for a missile defence system. Studies for this system began in 2002, with
negotiations centered on anti-ballistic missiles being stationed in Poland and
the Czech Republic. Though NATO leaders gave assurances that the system was not
targeting Russia, both presidents Vladimir Putin and Dmitry Medvedev criticized
it as a threat.
In 2009, US President Barack Obama proposed using the ship-based
Aegis Combat System, though this plan still includes stations being built in
Turkey, Spain, Portugal, Romania, and Poland.
NATO will also maintain the
"status quo" in its nuclear deterrent in Europe by upgrading the
targeting capabilities of the "tactical" B61 nuclear bombs stationed
there and deploying them on the stealthier Lockheed Martin F-35 Lightning II.
Following the 2014 Crimean crisis, NATO committed to forming a new
"spearhead" force of 5,000 troops at bases in Estonia, Lithuania,
Latvia, Poland, Romania, and Bulgaria.

"We've ended the war in Iraq," Obama said at a June 25,
2012, rally in New Hampshire for example.
"I've kept the commitments that I've made," he said in
Iowa on Oct. 24, 2012. "I told you we'd end the war in Iraq. We did."
"You know I say what I mean and I mean what I say,"
Obama said at a rally in Florida on Nov. 4, 2012. "I said I would end the
war in Iraq. I ended it."
The message he sent to Congress on Tuesday said that he was
extending a "national emergency" because the situation in Iraq
continues "to pose an unusual and extraordinary threat to the national
security and foreign policy of the United States."
“Section 202(d) of the National Emergencies Act (50 U.S.C.
1622(d)) provides for the automatic termination of a national emergency unless,
within 90 days prior to the anniversary date of its declaration,
the President publishes in the Federal Register and transmits to
the Congress a notice stating that the emergency is to continue in effect
beyond the anniversary date,” said Obama.
“In accordance with this provision, I have sent to the Federal Register
for publication the enclosed notice stating that the national emergency with
respect to the stabilization of Iraq that was declared in Executive Order 13303
of May 22, 2003, is to continue in effect beyond May 22, 2015.
“Obstacles to the orderly reconstruction of Iraq, the restoration
and maintenance of peace and security in the country, and the development of
political, administrative, and economic institutions in Iraq continue to pose
an unusual and extraordinary threat to the national security and foreign policy
of the United States,” Obama said.
“Accordingly, I have
determined that it is necessary to continue the national emergency with respect
to the stabilization of Iraq.”
A Congressional Research Service report published in 2014
explained that when the president declares a national emergency it triggers
provisions in “numerous statutes which confer standby authority on the
president.”
“Article I, Section 8, of the Constitution vests in Congress the
power ‘to declare War.’ Pursuant to that power, Congress has enacted 11
declarations of war during the course of American history relating to five
different wars, the most recent being those that were adopted during World War
II,” said the CRS report.
“In addition, Congress has adopted a number of authorizations for
the use of military force, the most recent being the joint resolution enacted
on October 16, 2002, authorizing the use of military force against Iraq,” Said
the CRS report. “To buttress the nation’s ability to prosecute a war or armed
conflict, Congress has also enacted numerous statutes which confer standby
authority on the President or the executive branch and are activated by the
enactment of a declaration of war, the existence of a state of war, or the
promulgation of a declaration of national emergency.”

candidate Donald Trump did not, as he claimed, raise $6 million for veterans at
a January fundraiser.

It looms over the neighborhood like a monolith, dwarfing
everything for blocks around. Its boosters see a gleaming shrine to luxury and
prosperity. Its opponents see an eyesore, a middle finger, or, in their
angriest hours, even a tombstone. Stealthily conceived to dodge local zoning
laws, and approved amid paroxysms of protest, the soon-to-be-46-story
glass-and-steel tower isn’t even finished yet, but it has already amassed a
dark history.
During the course of its breakneck-speed construction, the bones
of what may be nineteenth-century slaves have been discovered at the site,
alleged Mafia ties have come to light, a worker was killed when a shoddily
built wooden mold gave way, and a poorly secured panel of glass blew off the
building and rained shards down on the sidewalk.
Its developers make up a
sort of cartoon of New York money in 2008: a pair of nouveau riche,
real-estate-mad Russians and their garrulous, compulsively self-promoting
American partner. It is called Trump Soho, and even if you shudder at the
meeting of these two words, somewhere deep in your subconscious, you probably
saw it coming.
Look out any window, and it’s plain to see that the city is in the
middle of a historic building boom that appears to have outlasted the economic
one. Amid all the tumescent towers shooting up around town, a Trump-branded
building in the heart of Soho might not have the grand, city-altering impact
of, say, Atlantic or Hudson Yards.
Its symbolic weight, however, may be even greater. It’s not just
that Trump has deposited himself into a previously squat neighborhood that
traces its very origins to having successfully kicked out Robert Moses. It’s
that the troubled history of the building itself seems almost a Victorian
parable about twenty-first-century development in New York.
In its previous
incarnation, the site was home to a parking garage—another square container in
the land of square containers, on the corner of Spring and Varick Streets, just
west of Sixth Avenue and hard against the exit and entrance ramps of the
Holland Tunnel.
Then along came Rudy Giuliani, plummeting crime rates, and a
booming economy, and the lot was snapped up by Crescent Heights, the self-styled
“premier condominium company” that specializes in building high-rises in “the
nation’s most exclusive urban enclaves.”
This particular urban
enclave wasn’t, in fact, Soho. It was just west of Soho, in a
micro-neighborhood recently rebranded by real-estate agents as Hudson Square.
And it certainly wasn’t exclusive. There was a Manhattan Mini
Storage across the street, a UPS hub around the block, and no high-end
apartment buildings in sight. Most services were a brisk walk eastward, and
pollution from the tunnel traffic made neighborhood asthma rates worse than
those in the South Bronx. But that was only one of the hurdles Crescent Heights
would face in building condominiums there. Legally speaking, it simply couldn’t
be done. West Soho is zoned “manufacturing,” a remnant of the bygone era when
the neighborhood hummed with printing houses and wasn’t considered suitable for
people to live in. Crescent Heights had devised a novel way around all that: a
plan for a “condominium hotel,” in which buyers would own their apartments but
stay there for only a few weeks a year.
The rest of the time, their
apartments would function as hotel rooms: “Transient hotels,” with no full-time
residents, were legal under the zoning code. Still, the gambit would be tricky
to pull off—it had never been done in New York—and Crescent Heights put the lot
back on the market in 2005.
That’s when the Kazakh and the Georgian arrived. TevfikArif had
gotten his start in the business world at the Soviet Ministry of Trade. After
the fall of the U.S.S.R., he reinvented himself as a successful hotelier in
Turkey, catering mostly to wealthy New Russians. With his gangling frame and
burnt-sienna tan, he had recently become a fixture on the Cipriani circuit.
Arif’s company, Bayrock, wanted to develop the lot but needed an equity
partner.
Arif tapped a friend, Tamir Sapir, born TemurSepiashvili in
Georgia and likely the richest ex-Soviet in the U.S. His Sapir Organization,
now headed by his son, Alex, already controlled over 7 million square feet in
Manhattan, including 2 Broadway and 11 Madison. On September 21, 2005, the
partners closed the deal on the lot.
Alex Sapir concedes he
didn’t at first understand the idea of the condo-hotel—“just like a lot of
people don’t understand it now,” he says. But he came to see its promise. “I
think it’s a great product for certain cities,” he says. “Probably five cities
in the world.”
Arif and Tamir Sapir both happened to know one of the few big
Stateside developers to have successfully carried off this business model.
Sapir makes his home in Trump Tower, and Bayrock has its offices there. Their
courtship of Donald Trump was by all accounts a layup.
Trump already had similar
projects under way in Chicago, Las Vegas, and Dubai, among other places; New
York was an obvious brand extension. “Tom [Tamir] and Alex came to us with a
complete proposal. We looked at it, and we loved it,” Trump says. In 2005,
Trump signed on. He says he’s a full equity partner, which is a rarity: These
days, he mostly licenses his name out to third parties for an 8 to 15 percent
cut.

How and Why Russia Is Moving to a War Footing

As NATO’s Warsaw summit
looms, the rivalry between the alliance and Russia is intensifying. The
summit’s agenda includes a lengthy list of points of tension, including NATO
enlargement, ballistic missile defence, positioning of NATO equipment and
forces in
Eastern European member states and NATO’s partnerships with states
such as Georgia. At the same time, NATO is conducting a series of substantial
military exercises in Eastern Europe, such as Anakonda-2016, the largest such
exercises since the end of the Cold War.
The Russian leadership has responded with a mix of vocal criticism
threatening retaliatory measures, most notably President Putin’s statements
that Romania would be targeted as a result of its hosting elements of the
missile defence shield. Other officials
have stated that Russia will also increase military and security exercises and
other activities in response.
These moves are in addition to others already announced, such as
the reconstitution of the 1st Guards Tank army, this year’s strategic exercise
Kavkaz 2016, and statements that the Admiral Kuznetsov would be deployed to the
naval task force in the eastern Mediterranean and Borei class nuclear powered submarines
would conduct test launches of Bulava ballistic missiles, an important part of
Russia’s nuclear triad.
These additional moves by the Russian leadership are the tip of a
much larger iceberg, and are not so much responses to what NATO is currently doing
but rather reflections of what would have taken place anyway. Indeed, the
Russian leadership is in the middle of a major transition period during which
it is implementing emergency measures to move Russia onto a war footing—in
effect, state
To understand the scale of this transformation, the reasons behind
it and the trajectory it is likely to take, it is necessary to step back to see
the bigger strategic picture. What we are seeing today are the results of a
series of policies and reforms that were instigated initially in the wake of
the Russo-Georgia war in 2008 and subsequently accelerated in the wake of the
so-called Arab Spring.
These policies were intended to reinvigorate the defense industry
and revamp the armed forces. In 2010, the Russian leadership committed $640
billion to a decade-long transformation process that would result in recruiting
half a million contract soldiers and ensuring that at least 70 percent of
military equipment is modern, including the procurement of thousands of pieces of
high performance and heavy equipment, such as tanks, artillery, military
aircraft and naval vessels.
At the same time, the Russian armed forces and internal security
services have taken part in thousands of tactical, operational and strategic
exercises. Over the last five years, these exercises have become significantly
larger and more sophisticated, designed to test the system in place,
particularly coordination between ministries and federal, regional and local
authorities.
These are impressive figures. But they also represent emergency
measures. On one hand, they reflect Moscow’s concern about Russia’s ability to
cope with an increasingly unstable and threatening environment. In the
government’s view, Russia is surrounded by an arc of crisis, stretching almost
all the way around Russia, from Ukraine to the South China Sea. At the same
time, the Russian authorities are concerned by threats of international
terrorism, the spread of regional instability as a result of the ongoing
conflicts in the Middle East, and particularly by the prospect of US-led color
revolutions not only in the former Soviet space, but even in Russia itself.
Such concerns are compounded by Moscow’s view that the 21stcentury
will become increasingly unstable as major powers compete for resources,
particularly in Eurasia. Thus the Russian leadership often speaks of the need
to protect Russian territorial integrity and sovereignty, and to insulate
Russia against external threats by consolidating state institutions and civil
society
What we see today, therefore, is just part of a bigger picture, in
which Russia is halfway through a sustained transformation process. It is not
without problems. Exercises have revealed ongoing shortcomings within the
system, particularly in terms of coordinating military and civilian
authorities. There are also problems in procurement, leading to postponements
and delays in equipment supply and in ongoing reforms to optimal force
structure.
There is little that the West and NATO can do to alter or reduce
this mobilization transformation in Russia, partly because it is intended to
meet what the Kremlin sees as Russian domestic problems and weaknesses, and
partly because to mitigate Russian concerns would mean implementing policies
that would be unpalatable to
Western leaders, such as ‘retiring’ NATO. What is does mean,
however, is that NATO’s leadership should be beginning to think about what this
transformation will mean for Russia over the next three years, a Russia that is
more muscular and more alert to potential threats.

After a month of hemming and hawing, and a desperate,
I'm-looking-at-you-Donald appeal for "integrity and decency," House
Speaker Paul D. Ryan (R-Wis.) last week announced that he, too, will be voting
for Trump.
It was hard to see him cave like this. He's the class president,

Ryan announced this endorsement quietly, in a local newspaper

hostage video. But in many ways, it was even more painful.
Based on his arguments, he seems to have fallen under the delusion
that if Trump should become president, he will someday embrace Ryan's
conservative ideals on immigration, balancing the budget, controlling
entitlements and open and free trade — all things Trump has actively spurned in
his campaign, Trump doesn't respect democracy now. Why would he as president?
Trump thinks he should be held to a special standard, in which
anything short of praise is libel.
And so the House Speaker, who calls himself a "policy
guy," is endorsing a man who wants to institute a religious test to enter
this country, and ban all suspected Muslims -- a policy Ryan has said is
anathema to conservative principles, and "not what this country stands
for."
He is endorsing a man who, in recent weeks, threatened a federal
judge presiding over civil fraud lawsuits against Trump University, and said he
deserved to be disqualified solely because of his ethnicity (the judge happens
to be a Latino -- from Indiana).
It is so absurd that comedian Andy Borowitz's take in The New
Yorker rang more like truth than satire.
"To clinch Paul Ryan's endorsement," he wrote,

photos together, are known to have attended business conferences together and
worked together on Trump’s SoHo Hotel and Condominium project. On his website,
Sater referred to Trump’s SoHo project as “his most prized project.”
Trump’s relationship with the Russian mobster traces back to at
least the early 2000’s. Sater was an executive with a development firm called
the Bayrock Group, which was located inside Trump Towers. Sater was awaiting
sentencing on the racketeering charges when the two men first began doing
business together.
A history of diversity in the armed forces
A 2008 study from Syracuse University examines the extent to which
the poor and minorities are disproportionately selected into the military.
While Amy Lutz, the author of the study, writes that relatively little research
has examined this question empirically, although the Department of Defense
keeps annual records on the race and gender of military personnel.
Lutz relays that a study done in 1980 found that from 1940 to 1973
blacks were less likely to join the military than whites, while in more recent
years, a 2006 study concluded that blacks are overrepresented in the military.
The same 2006 study found that people who serve in the military come from more
well-off neighborhoods than those who have not joined the military — although
the economic elite are underrepresented in armed service.
Lutz’s study also looks at the history of participation of the
three largest racial and ethnic groups in the military — whites, blacks and
Latinos — and examined ethnicity, immigrant generation and socioeconomic status
in relation to military service. It concluded that significant disparities
exist only by socioeconomic status, finding “the all-volunteer force continues
to see overrepresentation of the working and middle classes, with fewer
incentives for upper class participation.”
Immigrants to America have a long history of joining the military,
as Lutz says German, Irish and Italian immigrants as well as Latinos have a
lengthy history of participation in the United States military from the
Revolutionary War to World War II. The same is true for African-Americans, who
have fought in every American war, including the Revolutionary War, in which
George Washington initially banned black participation against the British.
Washington changed his mind when the British offered to free slaves who fought
on their side.
However, despite their many contributions, it wasn’t until much
later in American history that the discrimination facing African-Americans in
the military was addressed. African-Americans did face discrimination, as Lutz
explains, “In the early years of the United States, policies toward
African-Americans in the military were somewhat ambivalent. Often, the policies
stated that participation in the military was for whites only, but in practice
blacks were allowed to join whenever the military needed manpower.”
In 1948, President Harry Truman issued Executive Order 9981, which
outlawed racial discrimination in the military. The order stated, “It is hereby
declared to be the policy of the President that there shall be equality of
treatment and opportunity for all persons in the Armed Forces without regard to
race, color, religion, or national origin. This policy shall be put into effect
as rapidly as possible, having due regard to the time required to effectuate
any necessary changes without impairing efficiency or morale.”
Truman’s executive order also established a committee appointed by
the president to examine racial inequality in the military as well as to create
and alter military policies related to civil rights. While previous policies
had sought to put an end to racial discrimination in the military, they did not
define segregation as a form of discrimination, thus allowing it to continue.
Women and the military today
In 2011, a study by the Pew
Research Center found that black women are enlisting in the military at far
higher rates than are white or Hispanic women, and they now represent nearly a
third of all the women in the armed forces. And women are joining the military
in record numbers at the same time that the military is seeing less people
enlist overall.
From 1973 to 2010 the number of active duty enlisted women in the
military grew from about 42,000 to 167,000. Over that same period, the enlisted
force as a whole saw a decrease of about 738,000 service members.
The study, which utilized demographic data collected by the
Defense Department, found that of the 167,000 enlisted women in the military,
31 percent are black, which is twice their percentage in the civilian female
population. Black men represent about 16 percent of the male enlisted
population, which is proportionally equal in the civilian population.
In contrast, white women represent 53 percent of women in the
military, while accounting for 78 percent of the civilian female population.
A New York Times article, which reported on the study, stated that
“black women are a crucial source of new recruits for the armed forces,
especially for the Army and the Air Force.” However, the question of why black
women enlist at higher rates than white women or black men remains unanswered
and has not been studied, Beth J. Asch, a senior economist and defense manpower
specialist at the Rand Corporation, told the newspaper.
The study also found that women were far more likely than men to
serve in the Air Force, but far less likely to join the Marine Corps. “That probably
reflects the central role of the infantry in the Marines, since women are
barred from ground combat units,” the article speculates.
Asch alluded to the fact that “the military tries to attract high
school graduates who are looking for job training, good benefits and help with
college tuition — and that a high percentage of black women fit that bill, as a
possible explanation of the discovery.
“That is the group the military targets,” Asch said.
Women in the military are less likely than military men to be
married, as only 46 percent of women in the military are married as opposed to
58 percent of men. Almost half of the married women in the military have
spouses who are also in the military, but only 7 percent of married military
men have wives in the forces.
Military looks to recruit less educated
The military also seems to be drawing recruits who have less
education, as a recent report documented the percentage of new recruits
entering the Army with a high school diploma dropped to a new low.
The study, which was conducted by the National Priorities Project
(NPP), found slightly more than 70 percent of new recruits joining the active
duty Army had a high school diploma, nearly 20 percentage points lower than the
Army’s goal of at least 90 percent.
Army officials confirmed lowering their standards to meet high
recruiting goals in the middle of ongoing conflicts that the U.S. was involved
in around the world.
Massachusetts-based research NPP concluded that the number of high
school graduates among new recruits fell to 70.7 percent in 2008.
“The trend is clear,” Anita Dancs, the project’s research director
who based the report on Defense Department data released via the Freedom of
Information Act, told the Washington Post. “They’re missing their benchmarks,
and I think it’s strongly linked to the impact [of] the Iraq War.”
The study also found that the number of recruits with both a high
school diploma and a score in the upper half on the military’s qualification
test fell by 15 percent from 2004 to 2007. An analysis of recruiting data
revealed that low- and middle-income families are supplying far more Army
recruits than families with incomes of more than $60,000 a year

In 1981, Trump scooped up a building on Central Park South,
reasoning that the existing structure was a dump, but the land it was on would

businesses that failed or struggled to continue because of unpaid bills. (Trump

Trump has offered various excuses, including shoddy workmanship,
but the scale of the problem—hundreds of allegations—makes that hard to credit.

was stiffed because managers determined they had “already paid enough.” The
